Seat by seat

Lucknow Teachers

The BJP's Umesh Dwivedi is seeking a third consecutive win after 2014 and 2020, against the SP's Sushil Kumar Patel, who said on counting morning that SP candidates would win if the process stayed fair and free of outside pressure. Turnout across the Lucknow division's seven districts averaged 55.76% as reported, from 63.14% in Raebareli and 62.89% in Kheri down to 43.72% in Lucknow district, which has 20,421 teacher electors. Counting is in Hall 8 at Ramabai Rally Ground.

Varanasi Teachers

The SP's sitting MLC Lal Bihari Yadav — the party's only teachers' seat winner in 2020 — faces the BJP's Dr Pramod Mishra. Turnout was a high 68.21% across the eight districts of the Varanasi division. Counting is in Hall 2 at the State Warehousing Corporation, where District Magistrate Satyendra Kumar said ballots were being bundled with party agents present.

Agra Teachers

The most controversial seat of this round. After allegations of booth capturing during the 23 October poll, the Election Commission suspended six officials — including a sector magistrate, a police inspector and a sub-inspector — and ordered re-polling at three polling stations, which was held peacefully on Monday, 26 October. The sitting MLC Akash Agarwal, who won in 2020 as an independent, is now the SP's candidate against the BJP's Hari Kishore Tiwari.

Meerut Teachers

The BJP's sitting MLC Shrichand Sharma faces the SP's Nitin Kumar Tomar. Turnout was 60.80%. Counting is in Hall B of Gandhi Hall at the agricultural university in Modipuram.

Bareilly-Moradabad Teachers

A crowded field of 17 candidates, led by the BJP's sitting MLC Dr Hari Singh Dhillon and the SP's Haji Mohammad Danish Akhtar. Turnout was 73.69%. With so many candidates, the seat could need several elimination rounds before anyone crosses the quota. Counting is at Sanjay Community Hall, Bareilly.

Gorakhpur-Faizabad Teachers

A sprawling seat — 54,910 voters across 200 booths in 17 districts — recorded the highest turnout of the round at about 79%. Sitting MLC Dhruv Kumar Tripathi, who won in 2020 as an independent, is reported as the BJP's candidate this time; the SP has fielded Dr Sanjayan Tripathi, who said the higher turnout and teachers' demands — the old pension scheme and honorarium for teachers in unaided institutions — would help him. During counting, a ballot box from the Banakata area of Deoria was found with a broken or missing seal; independent candidate Ajay Singh complained to the Election Commission and the box was set aside pending a decision. Counting is at the DDU Gorakhpur University Commerce Building.

Why teachers' seats are declared first

  • Smaller electorates: 2.96 lakh teacher electors against 11.86 lakh graduates.
  • Fewer candidates on most seats, so first preferences are more concentrated and a candidate is more likely to reach the quota early.

In December 2020, the BJP won three of the six teachers' seats, the SP one, and independents two, with these results declared before the graduates' count was over.

What teachers voted on

Teachers' campaigns in UP revolve around service conditions rather than party slogans: restoration of the old pension scheme, pay and honorarium for teachers in unaided (self-financed) institutions, regularisation of contractual and aided-school staff, and recruitment. That is why independents and teacher-association candidates have historically done well in these seats.
