The Indian National Congress has not formed a government in Uttar Pradesh since 1989. Its 2022 Assembly tally — just 2 seats out of 403, on a 2.33% vote share — underlined how far the party once synonymous with the state has fallen. Ahead of 2027, the Congress is attempting something it has not seriously done in years: a structured, ground-up organisational rebuild.

Deadlines, Not Just Slogans

Through 2026, the party set itself a concrete organisational calendar for Uttar Pradesh: district presidents to be appointed by 15 September, block presidents by 30 September, and Gram Panchayat Congress Committees along with booth-level agents by 30 October. It is a bottom-up sequencing rarely attempted by the Congress in the state in recent decades, and it comes paired with the removal of several state secretaries the party's leadership judged "non-performing."

Rahul's Team Takes Charge

A notable shift in 2026 has been organisational: responsibility for the 2027 UP campaign has moved largely to a team built around Rahul Gandhi, the Congress's Leader of Opposition in the Lok Sabha, replacing the team that had earlier worked under Priyanka Gandhi Vadra's charge of the state. Mallikarjun Kharge continues as the party's national president. Priyanka Gandhi Vadra, for her part, remains an active campaigner on the ground in the state that includes the family's traditional bastions of Amethi and Rae Bareli.

The Seat-Sharing Calculus

The Congress and the Samajwadi Party contested the 2024 Lok Sabha election together as part of the national INDIA bloc, and both sides have signalled the arrangement will extend to the 2027 Assembly election. Talks on how to divide UP's 403 seats were expected to begin in September 2026, with the Congress publicly framing its ask as one of "fairness, mutual respect and mutual trust" rather than a specific seat number — language that suggests negotiations may not be entirely smooth, given the SP's dominant position within the alliance.

Who Congress Is Courting

As part of drafting its 2027 manifesto and electoral strategy, the party has been consulting a wide cross-section of the state's electorate: farmers, Dalits, Other Backward Classes, minorities, students, professionals and Brahmins. That breadth reflects the scale of the rebuilding task — the Congress is not just trying to win seats, but to re-establish itself as a credible political home for communities that have drifted to other parties over three decades.

The Scale Of The Task

Even a successful organisational rebuild is unlikely to translate into a dramatic seat jump in a single election cycle. The more realistic marker of progress for 2027 will be whether the Congress can meaningfully improve on its 2022 vote share and seat count as the SP's junior alliance partner, rebuilding a cadre-level presence that can be built upon in future elections.
